City Layers began as research at TU Wien into participatory urban planning, citizen science, and spatial design, before becoming a Vienna-based platform that helps organisations understand places through community mapping and AI-supported analysis.
Our approach pairs participatory mapping with AI-supported analysis, letting people share what they know about a place directly, structured as location-specific evidence decision-makers can act on.
We co-develop our tools and methodology with the people who use them, residents and experts alike, so participation works for everyone, not just the technically confident.
Better decisions start with more voices, not fewer. Our approach is focused on removing barriers to participation, so that groups who would otherwise be unreachable have a voice in decisions.
Capturing geo-located feedback at scale only helps if it's organised well. We rely on our own in-house tools to structure that data spatially and turn it into prioritised, actionable outcomes.
